Back in the day, when enviromentalism was all the rage (i.e. late 80s early 90s), many stores offered 5 cents off your grocery order for each bag that you reused or if you used a canvas tote. I have a feeling that this strategy might be a bit more effective in bringing back the demand for those PBS tote bags.
